Submit a film work

The 2nd Shanghai International Film Festival for the Deaf is now officially open for film submissions, and no fees will be charged for this round of submissions. This round of call for films is divided into a short film competition unit and a special screening unit, and the cut-off time for all units is 24:00 on July 20, 2023, Beijing time.

Before submitting works, please ensure that you are the owner or copyright holder or sales agent of the submitted works, and have obtained relevant permission for any copyrighted content, otherwise we may disqualify you from participating.

Due to the specific cultural attributes of deaf people in this film festival, the works you submit should meet at least one of the following conditions: the production of the submitted works involves deaf people (such as producers, directors, screenwriters, actors, editors, etc.); The submitted works include sign language clips in which deaf people participate in the production or performance; the submitted works explore one or more deaf issues.

Short Film Competition

The short film competition unit is also the main competition unit of this round of solicitation. It is open to all age groups, and only short film works are collected.

For adult contestants, the following seven categories of "Silent Flower Awards" are tentatively set up in this unit, and the organizing committee will consider whether to modify or add awards depending on the submission of films. Please note that the following awards may also be vacant. These seven categories of awards are only open to adults aged 18 and over. (Here, "over 18 years old" is the judgment standard in mainland China, and other countries and regions can adjust it as appropriate)

For underage contestants, the following two types of "Silent Flower Awards" are temporarily set up in this unit, and the organizing committee will consider whether to modify or add awards depending on the submission of submissions. Work requirements

Entries for this unit must meet all of the following conditions.

Production time: December 1, 2018 and after.
Video length: no more than 20 minutes.
Video format: mp4 or mov, 1080p, file size is not limited.
Subtitle language: Single and bilingual are acceptable, and must contain Chinese or English subtitles. (Skip if no subtitles)
Screening records: It has never been screened on any public media such as TV and the Internet, as well as various events.

Review process


After the deadline for soliciting films at 24:00 on July 20, 2023, Beijing time, all solicited works in this unit will go through the process of preliminary review, re-review and final review. The focus of the preliminary review is the compliance review, and the review and final review focus on the ideological and artistic review. The preliminary review is conducted by the organizing committee, and the second review and final review are composed of famous film directors, film critics, and deaf artists. The organizing committee will ensure that the review process is fair, just, open and transparent.

After the start of the film solicitation, the organizing committee will dynamically track the film solicitation throughout the whole process, that is, the initial review will start from the start of the film solicitation, and it is expected to end at the end of July; after that, it is expected that the review will be completed in mid-August 2023, and the shortlist will be announced immediately. The committee will communicate one-on-one with the relevant authors about follow-up participation; the final review will be held when the 2nd Shanghai International Deaf Film Festival is held, and the final review results will be announced to the audience and the public at that time. As for the review results, if there are accidents or force majeure factors, the Organizing Committee of the 2nd Shanghai International Deaf Film Festival has the right to refuse the exhibition of inappropriate works.

special screening unit

The special screening unit is an important part of this film festival and belongs to the non-competition unit. This unit is divided into two levels of self-recommendation and directional recommendation. Among them, the self-recommendation unit is open to filmmakers of all ages, regardless of whether it has won an award or not, there is no limit to the type of film solicitation, and the selected films will directly enter the screening link. The directional selection unit will be selected by the organizing committee in cooperation with various international deaf film festivals, and a number of films will be selected for screening, which will not be open to the public.

Review process

After the review, the organizing committee will directly announce the screening list of self-recommended units. For the directional selection unit, the organizing committee will communicate with relevant parties in advance, and will announce it on the eve of the 2nd Shanghai International Deaf Film Festival.

Regarding the above review results, if there are accidents or force majeure factors, the Organizing Committee of the 2nd Shanghai International Deaf Film Festival has the right to refuse the exhibition of inappropriate works.
